Summary

Structure: introduction, three chapters, conclusions and recommendations, bibliography of 155 titles, keywords, list of abbreviations, 28 annexes, 125-page basic text illustrated with 50 tables, 62 figures and 128 formulas. Number of publications on the topic sentence: the results are published in 15 scientific papers.

The purpose and objectives of the work: development MMN design, evaluation of the economic situation in the drinking water supply services and sanitation in Romania and the use of managerial tools in forecasting and optimizing prices to services.

The methodology of scientific research: was used for statistical analysis, statistical clustering, induction and deduction, comparison, evolutionary approach historical economic and mathematical models in economic forecasting services studied. Novelty and originality of scientific: the concept is to adapt management of natural monopoly in terms of instruments they use master plan and economic models mathematical analysis and forecasting of socio-economic indicators of the Service for drinking water supply and sanitation at national and regional.

Theoretical significance: the synthesis of existing theoretical concepts on the management of public services, development and use of the concept of MMN the evaluation of services. The amount applied to work: use master plan as a management tool in the diagnosis and degree of economic feasibility and forecasting service operators Strategic Plan for service in Constanta county pentru10 years (until 2015).

Implementation of scientific results:

the results of research and made proposals on thesis has been reviewed and implemented at national level in the Service of Water Supply and Sanitation Sector in Romania, and at regional level in the SA "RAJA" Constanta, the idea of consolidation and continuous improvement of economic and managerial aspects of service.
