Summary

Thesis structure. Thesis paper has introduction, three chapters, conclusions and suggestions, bibliography of 171 sources. It has 148 pages of the main text, 20 tables, 19 drawings and 14 attachments. The obtained results were published in 6 research papers. Key words: organization, organizational management, organizational factors, health care management, integrated model, social marketing, organizational culture, management structure, improvement. Research field of the present thesis covers theoretical and methodological aspects of organizational management in health care system. Purpose of the present work is to research organizational management in conditions of health care system reformation in the Republic of Moldova. Research goals are the following: to examine the essence of organizational management aspects, to research the methodological background of organizational management in health care system, to classify organizational factors for medical institutions management improvement in the context of aims set out in the Strategy of Health Care System Development in the country till 2017, to justify key characteristics of client-oriented management organization at medical institutions in the frame of integrated system of health care in the Republic of Moldova. Research originality and imaginativeness of approach consist in systematization of methodological aspects of organizational management; clarifying the notions of “medical”, “economic” and “social” efficiency in the system of medical services management; classification of organizational factors for improvement the medical institutions management on micro and macro levels; definition of criteria for medical institutions management improvement on strategic basis as well as with regard to creation of health care integrated model in the country; description of significance and particularities of client-oriented organization in conditions of insurance medicine. Theoretical and practical application of the thesis consists in the following. Methodology for creation of efficient system of medical institutions’ management on the basis of systematization of organizational factors in the context of transition to health care system integrated model in the Republic of Moldova was developed; comprehensive approach to development of management structure of diagnostic centers with the aim to achieve economic and social efficiency in conditions of compulsory insurance medicine was justified; the key criteria for creation of client-oriented medical institutions’ management organization that provide medical assistance to population were formulated. The main conclusions presented in the research could be used on macro-level along elaboration of programs for implementation of goals settled in the Strategy of Health Care System Development in the Republic of Moldova till 2017, also on medical institutions level for system structure’s and management processes’ optimization that would correspond to the following goals: quality improvement, access to medical assistance, provided at dispensary and polyclinic medical institutions to population, and its security enhancement.
