Summary

The doctoral thesis consists of introduction, three compartments, conclusions, bibliography containing 139 titles, 13 annexes, 107 pages of main text, 30 figures, 20 tables, 18 formulas and 1 box. The results of the investigation have been published in 9 scientific papers.

The Field of study of this thesis is the quality management of the local public services for the municipal infrastructure (the services for water supply and sewerage).

The goal of the thesis was to elaborate the measures and procedures necessary to implement the Integrated System for Quality Management within the enterprises providing water supply and sewerage services in the Southern Development Region of the Republic of Moldova. The purpose of this work was to develop arguments and to bring arguments in the direction concerning the increase in the municipal services provided by the representative enterprises in the area by improving the quality of the water supply and sewerage services, and by implementing the Integrated System For Quality Management.

In the process of investigation, various methods of scientific research were used, including questioning, comparing, deduction, analysis, statistical grouping, calculation of the synthetic indicators, SWOT analysis, etc.

The Scientific Innovation of the investigation lies in the integrated approach to the management system for quality - environment - food safety; in highlighting the importance of performance indicators for services of water supply and sewerage, based on the calculations made by within the municipal services operators in the Southern Development Region of the Republic of Moldova; in the evaluation of the public services quality for water supply and sewerage in consumers opinion; in the progressive approaching to the enterprises providing services in water supply and sewerage, and in particular within the Municipal Enterprise “Water-Canal” from Cahul, as well as in the process needed to implement the Integrated System for Quality Management, the methodology development for the implementation of the Integrated System for Quality - Environment Management and the food safety within the enterprises providing water supply and sewerage services; in the scientific reasoning of the benefits that are offered by the implementation of the Integrated System for Quality Management; in the development and reasoning of some of the proposals in order to promote the increase in the quality of the water supply and sewerage services.

The Applicative value of the thesis lies in the calculation of the analysis of performance indicators for the enterprises providing municipal service; in the identification of the steps needed to implement the Integrated System for Quality Management within the municipal enterprise “Water Canal” form Cahul, in the establishment of the most important directions to increase the quality of the water supply and sewerage services.

The researches made in this field and the field and the recommendations developed in this thesis can serve as a methodological ground to identify the most important directions in the increase of the quality of the public services concerning the water supply and the sewerage in Cahul, as well as for the other providers in the region and in the republic.

The measures and the recommendations proposed in the work were approved by the administration of the municipal enterprise “Water-Cahul”.
