Summary

The thesis comprises introduction, 4 chapters, conclusions and recommendations, bibliography with 109 items, 16 annexes and is done on 165 pages, 35 figures and 26 tables. The obtained results are published in 20 scientific working papers.

Study domain: public debt and possible ways of economic policies and public debt policy correlation in view of its reduction.

Aim of work: the analysis and generalization of public debt theories, the establishing of circumstances of this phenomenon appearance, of effects of country’s economic policies influence on it and vice versa, as well as the study of necessities and ways of Republic of Moldova’s public debt reduction.

Methodology of scientific research is based on the methods of the economic-mathematic modeling, on the methods of induction, deduction, analysis and synthesis, comparison.

Scientific novelty and originality of the obtained results consists in: formulation and treatment of in time consumption development process, determination of public debt real quantum and governmental taxes and acquisitions impact on public debt, elaboration of econometric model regarding certain factors influence on public debt, analysis of possibilities of adapting external economic policy in conditions of systematic transitional transformations.

Theoretical significance is made up by the concepts and scientific works dedicated to: theoretical and practical aspects of public debt, theoretical and practical aspects of state economic policy’s different elements impact on public debt, adjustment of external economic policy in conditions of systematic transitional transformations.

Applicative value of work consists in: factorial analysis of Republic of Moldova’s certain economic policies influence on public debt, as well as scientific argumentation of possible ways of public debt reduction viewed through economic policy improvement in Moldova.

Implementation of scientific results: the research results and the suggestions done on the topic of thesis were analyzed and implemented at national level, within the Ministry of Finance and ather regulatory authorities for elaboration of new legislation and improvement of the existing legislation; and in the economy universities by didactic personnel in teaching specialty disciplines.
