Summary

The paper works structure: it is traditionally one and they are the introduction, 3 chapters, the conclusions and recommendations, the bibliography with 179 titles, 20 annexes, 126 pages for the base text illustrated with 23 tables, 17 figures and 12 formulas. The study results are publicized in 13 scientific works.

The study area: economic and management in local public administration.

The paper works scope and object: the elaboration of methodological diagnostics aspects and solutions for local public administration (LPA) management problems and the generalization of the new management principals in the local LPA using the instruments of it.

The methodology of scientific study: study of the leadership concepts do to the performing management and using the instruments of it; the local authority’s restructuring and the perfecting LPA activities in concordance with international and national lows; the using of international and national statistics regarding the LPA authority’s activities and the applications of those in the new local public administrations management for Romania in the integration context.

The new and original scientific contribution: the synthesis of methodological aspects of leadership and using the instruments of it for the diagnostic and resolving the Romania LPA authority’s problems in the integration context.

The theoretical signification: the perception of use at the different leadership instruments and actual management regarding the performance do to take the managerial optimal decisions and implementation of it, the works delegation, the operational management and control execution in the Romania LPA authority’s activity, in the integration context.

The applicative value: the obtain results are the solutions for perfecting and restructuring the Romania LPA authority’s management in the UE integration context. The paper work is utile for the managers and high level public servants from the local public administration.

The implementations of scientific results:the obtain results was discussed and implemented in Constantza area at the city hall Techirghiol, Eforie, Cumpana etc. In 2008, in presents of the Romania President, the government representants and UE City Association, the author was nominee “the mayor of the ear” for the 2006 and 2007 activity period, regarding the management restructuring and perfecting in Romania LPA and the a port for 215 LPA Low perfecting.
