Summary

Structure of the thesis:.The thesis consists of introduction, three chapters, conclusions and recommendations, bibliography of 163 titles, 15 annexes, 139 pages of main text (up to Bibliography), 38 figures, 3 tables. The results are published in 20 scientific papers, including 2 monographs.

Field of study: economics and management.

The purpose and objectives of the thesis. The purpose of this paper is to research the economic and managerial control organization biochemistry and biophysics to ensure sustainability of health, international experience of introducing and implementing aa control, scientific design methods of finding ways of organizing economic and managerial control, establishing methodological and applied aspects renovation of the public health system management, institutions, hospitals and laboratories in Romania. To achieve this goal were achieved the following objectives: identification and analysis of critical control biochemistry and biophysics in the public health system in Romania, European and international level; the conceptualisation performance aspects of public health in developing countries; determining how economic and managerial control organization; rethinking the organization of economic and managerial control in Romania; developing a pool of knowledge for sustainable activities in the national public health system.

Scientific novelty of the thesis consists of: research into methods of organizing economic and managerial control in hospitals and laboratories, and argumentation theories develop a better public health system development of Romania based on new types of measures for ensuring the sustainability of health; determining a risk measurement system and biosafety; explaining the need to improve the legislative framework for the promotion of sustainability regarding health control; The rationale of developing and implementing a new model of economic and managerial control optimally organized public health; scientific substantiation of theoretical and methodological base of economic and managerial control organization; developing a pool of knowledge in control and starting a new vision of public health management in the new knowledge-based society.

Important scientific problem is resolved in the foundation of scientific and methodological organization of economic and managerial control biochemical and biophysical, which led to the development of procedures and an integrated model of generalized biochemical and biophysical control, new responsibilities standard charts and biosafety manuals in order to implement effective measures to achieve and maintain sustainability of health using a mathematical modellers on a mixed BioPlatform in the public health system, in institutions, hospitals and laboratories in Romania.

Theoretical significance is to systematize theoretical concepts associated biophysical and biochemical control and health sustainability; Joint proposal definition of mathematical modellers optimal control economic managerial organized; highlighting the main ways of organizing economic and managerial control in Romania for monitoring and directing the health system in Romania.

The value of the thesis is determined by the findings made and the possibility of using elaborate proposals aimed at obtaining benefits by the national health services by improving the organization of economic and managerial control. The results, conclusions and recommendations author will contribute to the increase of population health in Romania, increasing the efficiency of public funds for health financing, health insurance, reducing costs because hospitalization and medical consumption current uncompetitive.

Implementation and approval of scientific results. Some ideas, conclusions and recommendations made in the paper have been implemented in companies SC Solar Energy Interactive Bucharest, Pitesti SC ROTERM court under the Knowledge Development Foundation, Pitesti and Bucharest in subsidiaries and other companies and organizations . The results of investigations are applied in the training of students and masters in economics and management at the University of Medicine and Pharmacy in Bucharest, public health degree program and courses at the Faculty of Veterinary Medicine of the University "Spiru Haret", Bucharest, and some recommendations can be used in the work of the Ministry of Public Health in Romania.
