Summary

The structure of the thesis: annotation, introduction, five chapters, general conclusions and recommendations, bibliography 233 sources, 222 pages of basic text, 43 annexes, 39 figures, 44 tables, 10 formulas. The researches are reflected in over 60 scientific publications.

Area of research: finance administration, finance small and medium enterprises.

The purpose of the research: developing theoretical and methodological base system components financing small and medium enterprises aimed at streamlining business activity in the development of economic processes in Moldova.

Objectives consists in: study approaches and conceptual boundaries of the financial system and the financial mechanism; determination and analysis of factors influencing business activity at the present stage; identification and evaluation of the system of financing aimed at streamlining the work of small and medium enterprises; analysis of international experience concerning the determination of the criteria for defining small and medium business; regulatory assessment tax forms oriented business activities at national level; demonstration of modern financial-oriented support for young entrepreneurs and promote the process of the development of small and medium enterprises in the region; making recommendations on improvement of system components for financing small and medium enterprises in the development of economic processes.

Scientific novelty and originality of the research consists in: determining the concept and system components for financing small and medium business; highlighting the influence of modern elements of financing small and medium business in Moldova; development, research based on the model scheme incubation of small and medium enterprises impact assessment of enterprises operating within the business incubator on its effective development; improving the monitoring and evaluation indicators of access to finance for entrepreneurs; development scheme of mini-cluster model specialized agro-business oriented concentrated in rural areas; developing new subsidy measure for stimulation of young farmers where the overall objective would be to attract young farmers in the initiation and development of agricultural activities in rural areas, with the inclusion of areas of concrete actions that would attract young farmers in rural areas.

Fundamentally new scientific and practical results: consists in the elaboration of the concept of financing system of small and medium enterprises, which allowed to highlight the elements that enabled modern finance this sector and development of mechanisms aimed at assessing and monitoring the early stages of the enterprises in the field of small and medium business.

Theoretical significance of the research: derive from the recommendations it contains, the implementation of which may contribute to the improvement of the financing system oriented towards supporting SMEs and increase the efficiency of small and medium business sector in economic development.

Implementation of scientific results: the results of the scientific researches have been accepted for implementation by the Ministry of Economy of the Republic of Moldova, Ministry of Agriculture and Food Industry of the Republic of Moldova, Moldova State University and Public Institution "Business Incubator" in Leova.
