Summary

PhD thesis entitled to specialty 554.02 – Criminology. Chisinau, 2016. Thesis structure: introduction, three chapters, conclusions and recommendations, bibliography of 192 titles, 165 pages of main text. The results are published in 6 papers. Field of study. Criminology.

Goals and objectives. The goal of the work consists of a complex criminological research and scientific analysis of offences related to illegal drug circulation. For the accomplishment of the suggested goal there were marked thefollowing objectives: analysis of international legal norms on illegal drug traffic; highlighting of social danger and tendencies connected to illegal traffic of drugs at national and international levels; revealing of criminal particularities related to drugs; investigation of statistical parameters characteristic to the offences related to drugs’ traffic; identification and investigation of criminogenic factors of the offences related to illegal drug circulation; studying of criminals’ personality involved into illegal traffic of drugs; development of suggestions on improvement of measures targeted for prevention of offences related to illegal drug circulation.

Scientific novelty and originality. The work represents a monographic research of theoretical and practical aspects on illegal drug traffic, which within actual conditions of society’s development, allow obtaining of new assessment of this phenomenon, determining of guidelines and strategy suitable to fight against criminality.

Scientific problem solved in this study consists the criminological analysis of the offenses related to illegal circulation of narcotic substances, identifying criminogenic factors of these offenses and to develop proposals for improving the system of measures aimed at preventing the relevant type of criminality, which will contribute to the improvement of law enforcement in the area countering the phenomenon investigated.

Theoretical significance and practical value of the work. Theoretically the study treats not only actual criminological problems of the offences related to illegal drug circulation, but also focuses on submission of concrete recommendations, with the aim to increasing activity efficiency for prevention of the targeted phenomenon.

Implementation of scientific results. Formulated conclusions and recommendations find their application in the development of new scientific studies, in the process of drafting of legal norms, in educational programs of high schools and in the activity of institutions responsible for criminality prevention and combat.
