Summary

Work structure: introduction, 4 chapters, conclusions and recommendations, bibliography of 290 sources, 20 annexes, and 151 pages of basic text. Thesis results have been reflected in 10 scientific articles, published in academic Moldovan and international magazines.

Area of research represents political science’s international security strategic studies in the framework of international relations theory.

The aim of the study is to present a theoretical-conceptual and analytical-applicative research of neutrality of the Republic of Moldova by studying the European neutral states’ roles, functions and prospects in the framework of international security as a strategic consideration for determining the functionality of the neutrality policy of the Republic of Moldova. The research goal implied the following objectives: the analysis of historiography and theoretically-conceptual foundations of the neutrality concept and European neutral states; comparative and historical analysis of European neutral states to identify new trends in their foreign policies; evaluation of reconfiguration of the international system structure in the European and post-Soviet areas; indentifying the perspectives of European neutral states in the context of the transformation of the international security system and in this regard formulating the main approaches toward the Republic of Moldova’s neutrality.

The scientific uniqueness and originality resides in the presentation of the conceptual and analytical-comparative approach of studying the neutrality of the Republic of Moldova with a multidimensional research of European neutral states’ evolution in the context of the paradigms’ transformations of the international system and the contemporary security environment that continues to directly affect the neutrality status and security policies of European neutral states.

The important resolved scientific problem in the research is establishing the perspective of the functionality of the Republic of Moldova's permanent neutrality by identifying challenges and determining the effective performance of the European neutral states in the contemporary international security that can serve as strategic considerations to formulate the security policy of the Republic of Moldova.

The theoretical significance of the research derives from the author's contribution to developing strategic security studies by means of political science, theoretical-conceptual and analytical-applicative approaches toward case study of the Republic of Moldova neutral status’ manifestations and comparative research of European neutral states’ security policies, constrained by the development of international security systemic structure in the framework of international relations theory.

Practical study value consists in evaluating the specific nature of the performance and functionality of the Republic of Moldova's permanent neutrality. Research results, conclusions and synthesized recommendations can serve as a foundation for the foreign and security policy developers, for the professors as a theoretical and empirical support to develop or complement university courses and programs.

Implementation of scientific results. The research results are reflected in academic papers that were presented at national and international conferences as well as articles published in scientific professional journals. The added value of the results’ approval serves the author’s activities as a lecturer, as a security adviser in OSCE field missions, as a head of the Foreign Policy Department of the Ministry of Defense of the Republic of Moldova, and as a security policy expert in non-governmental organizations "PRISA Foundation" and "Pro Marshall Center".
