The goal of the present research is to study the managerial issues that appear in the process of developing, operating and crafting the virtual instruction in the Higher Educational Establishments. The virtual instruction is conceived as a form of distance education by means of which the educational services are provided for the large public through the intermediary of the new informational and communicational technologies (NICTs).
The objectives of the research focused on: outlining a mechanism for the education market functioning and emphasizing on the place of instruction within the economic cycle; delimitating the technologies that the virtual instruction is based on and the ways of how it is organized and achieved; studying the process of transnationalizing the virtual educational services in order to make an analysis of its impact on the national educational system; recommending appropriate organizing, crafting and motivating means necessary to implement the system of virtual instruction; estimating the efficiency of implementing the system of virtual instruction at the AESM.
As a result, the researches are done within the framework of educational management with elements of knowledge mastering.
The research methodology has been based on system management approach, focusing on the research of virtual instruction system given the interdependence of the organizational, methodical and technical components. Following are the methods used: the logical and abstract analysis, factorial analysis, SWOT analysis, method of decisional tree and comparative analysis.
The scientific novelty of the investigation consists inter alia in: a more complex defining of knowledge, which is the core element of educational services; making a proposal for a new, more democratic way of accessing and disseminating knowledge; applying the strategic management instrumentarium to estimate the possibilities of implementing the system of virtual instruction at Higher Educational Establishments (extra-mural instruction);developing a brandnew mechanism for stimulatory remuneration of the teaching staff involved in the system of virtual instruction.
The theoretical research has been put into practical application, taking the shape of three electronic versions of various academic disciplines.
The conclusions and recommendations resulting from the present investigation can be
used while improving the strategy of the Higher Educational Establishments development as
well as the strategy of educational system development in the Republic of Moldova.
