This scientific work aims at analysing the principles of organising the activities of the research and development system from the socio-economic angle in the context of transition of the Republic of Moldova to the market economy, and at highlighting the factors of managing the development of the local science market.
The current strategy of the research and development system is to stimulate and support production, dissemination and introduction of new technologies, materials and equipment in the economy.
The major objective of this work is to describe the key-elements of the research and development system by highlighting the human potential of research and development institutions and providing necessary recommendations, coupled with the increase in the role of management in the research and development system.
The research and development system provides for meetings at the national level between „research producers and consumers” within an integration process, representing a performing pattern of developing the competitiveness of connection of the socio-economic life.
The new social technology no longer relates to the production of material goods, but to the production of information, knowledge, products, services and new technologies, typical for informational society, which lead to fundamental changes in human values, performance management and in directing the thinking of political and economic structures of the Moldovan society.
Implementation of recommendations formulated in the thesis will allow for incorporating the
managerial process of the national research and development system in the general European
trends of the managerial phenomenon, which will open new perspectives for identifying the place
of the local science in the general context of scientific evolution and will open new opportunities
to achieve the objectives set forth in this work.
