Summary

The structure of the thesis includes: introduction, 3 chapters, conclusion, recommendations, and bibliography that comprises 197 titles, 17 annexes, 135 pages of basic text, 47 tables, 51 figures and 1 picture. The results are published in 24 scientific papers.

Field of research: Theory and Economic Policy.

The purpose of the research: Merging into a coherent system the theoretical and methodological framework which underline the impact of growth on the environment, economic indicators which reflect these impacts and economical instruments of regulation , which would allow the transition of Moldova to a sustainable and circular model of development. The objectives of research: Carrying out a critical analysis and methodological arsenal systematization of the theoretical framework that describes the relation between economic growth and environment; systematize methodological arsenal regarding research of the relationships "economy-ecology": basic categories, regularities and research methods; selecting composite statistical indicators that allow an empirical analysis of the state of the global environment; determining status, gaps and ways to improve environmental indicators in Moldova; making of a synthesis of environmental regulation level in Moldova; recommendation of policy measures necessary for the transition to a more sustainable and circular model of development in the Republic of Moldova by creating the market for waste management services.

The scientific novelty and originality of the work lies in: launching a new theoretical approach – „economic and ecological approach”; highlighting gaps in the information base that characterize natural resources and the environment in the Republic of Moldova including the recomandation of economical – ecological indicators which will lead our economy to a more sustainable model; propose a methodology for calculation and assessment of natural resource productivity in Moldova; regulate ecological relationships through the model „Pressure - State – Response”; propose to create a market for waste management, make a functional analysis of the factors that influence the market and recommend a set of measures necessary for this market creation and regulation.

The important scientific problem solved consists in “framing” environmental issues into the research field of economic theory through a new theoretical approach by applying specific statistical indicators and selecting economic instruments for environmental regulation that create prerequisites forsustainable development of the Republic of Moldova. The theoretical significance of the thesis is to address environmental issues through the prism of economics, unlike their traditional approach through the researches based on ecological, geographical and managerial containing.

The practical significanc: consists in presenting proposals to improve national environmental statistics; recommendations for use of economic instruments of ecological regulation in Moldova; determining the degree of resource efficiency in Moldova by calculating the volume of natural materials consumed in the production unit of GDP; proposing a set of recommendations related to preventing or minimizing the amount of waste generated by households, businesses and public administrations, as well as recommendations waste recycling and improving the institutional framework.

Implementation of scientific results: the research results of the PhD thesis were accepted for implementation in the work of the Ministry of Environment of the Republic, the State Ecological Inspectorate, as they are confirmed by certificate of implementation.
