ANNOTATION on the Doctoral Thesis in Economics with the theme: Improvement of the methods of regulatory impact assessment on entrepreneurial activity Prodan-Şestacova Liubovi, Chisinau, 2017 The structure of the thesis includes: introduction, three chapters, conclusions and recommendations, the bibliography with 188 sources, 124 basic pages illustrated with 32 tables, 12 figures, 25 annexes. The results of research are published in 21 scientific articles. Field of research of thesis: Theoretical and practical aspects of evaluation function in public management, applied on impact assessment of regulations regarding entrepreneurial activity. The purpose of the thesis: researching of the degree of state intervention in economy and developing of a complex and flexible system of impact evaluation indicators regarding entrepreneurial activity. The objectives of the research: (1) research of theoretical concepts of evaluation and identification of its role in execution of regulation function in public management; (2) analysis of institutional and legal framework of public policy’s and regulation’s evaluation in Republic of Moldova; (3) opportunity determination of methods and techniques of regulatory impact assessment regarding entrepreneurial activity; (4) analysis of RIA documents, developed in Republic of Moldova and evaluation of Regulatory Reform; (5) developing of regulatory impact assessment indicator’s system for entrepreneurial activity in Republic of Moldova. The scientific problem solved in the field of research: scientific, methodological and empirical foundation of process, methods and tools for RIA, which provides public decision makers an integrated framework of the regulatory impact assessment of entrepreneurial activity for the efficient execution of the regulatory function in public management. The scientific novelty: selection and systematization of regulatory impact indicators, based on results oriented management concept; improvement of RIA methodology by streamlining (efficiency enhancing) and detailing; approaching evaluating function in public management as an opportunity for organizational learning and developing evaluation capacity. The theoretical significance of the thesis lies in the synthesizing of methodology concepts of evaluation regarding state regulation of entrepreneurial activity; identification of opportune methods and indicators of regulatory impact assessment regarding entrepreneurial activity; establishing link between evaluation function and organizational learning. The practical value consist in selecting, classifying and assessment of regulatory impact indicators that can be used by civil servants in identifying impacts of state involvement in entrepreneurial activities and business environment. The results of the research can be used as guidance in next ensuing researches of addressed problem. The results of the research were implemented: - in the framework of USAID Business Regulatory, Investment, and Trade Environment (BRITE) Program in 2014; - in “Modernization of local public services” project (training component) in 2012-2016; - in professional development and master degree programs of Academy of Public Administration during 2008-2016.
