Summary

Structure of the thesis: introduction, three chapters, including subchapters, conclusions and recommendations, 235 bibliographic items, 1 annex and 120 pages of main text. The results of the thesis were presented in 12 articles.

Field of study: Constitutional law.

The aim of the thesis is to deepen the research on the integration of ethnic minorities in the Republic of Moldova, by analyzing the international regulations and the experience of the states that have historical, political and demographic affinities with the Republic of Moldova and share European values. In order to achieve this aim, the following research objectives were drawn: to argue the necessity of integration of ethnic minorities in order to ensure the unity of the people and the development of the society of the Republic of Moldova; to demonstrate that the integration of ethnic minorities is in line with the provisions on human rights; to analyze the terminology in the field and to propose its own definition for the term “integration”; to determine which of the terms “ethnic minority” and “national minority” is right in terms of the doctrine and context of the Republic of Moldova; to identify the good practices within the European experience regarding the integration of minorities that can be applied for the improvement of the normative and institutional framework of the Republic of Moldova; to clarify what are the main premises for achieving the integration of ethnic minorities and to determine to what extent these are met in the context of the normative and institutional framework of the Republic of Moldova. The scientific novelty and originality consists in the first legal investigation of the integration of ethnic minorities in order to achieve the constitutional objective of ensuring unity of people of the Republic of Moldova.

The scientific issue of major importance solved as part of the research is the multidimensional research of the integration of ethnic minorities at national and international level, as well as the elucidation of international practices and the identification of constituent elements of the integration, which resulted in drafting of lege ferenda to strengthening and improving the normative and institutional framework for the integration of ethnic minorities in the Republic of Moldova.

The theoretical significance of results consists in the complex study of the legal regulations of the integration of ethnic minorities in the Republic of Moldova for the national and international scientific community.

The applicative value of the thesis is the practical applicability of conclusions and recommendations by the Bureau of Interethnic Relations and other central public administration, local public administration and civil society.

Implementation of scientific results. The findings included in this thesis contributed to the elaboration of the “Strategy for strengthening the interethnic relations in the Republic of Moldova for the years 2017-2027” and the Action Plan for the timeframe 2017-2020.
