Thesis structure: the paper contains annotation, introduction, three chapters, conclusions and recommendations, bibliography, 134 pages of basic text, 46 figures, 32 tables and 6 annexes 140 bibliographic sources. The research results were published in 8 scientific papers.
The aim of the research is to develop a coherent methodological and procedural framework for the expropriation of real estate for public utility in the Republic of Moldova and to develop a methodology for estimating the amount of compensation following expropriation.
Research objectives: Arguing the importance for expropriation of real estate for public utility in the Republic of Moldova in the context of EU accession; studying the international practices of using expropriation in order to preserve the national architectural heritage; harmonization of procedural aspects regarding the expropriation of real estate for public utility in the Republic of Moldova; identification of methodological difficulties in estimating the amount of compensation in case of expropriation of real estate for public utility in the Republic of Moldova; elaboration of the methodology for estimating the amount of compensations in case of expropriation for public utility under the conditions of the Republic of Moldova in accordance with the principles of fairness, transparency and equal assurance of interests.
Scientific novelty and originality: Deepening theoretical and practical research on real estate valuation in emerging markets; identification of the particularities of real estate valuation for the purpose of expropriation; application of the concepts and principles of valuation theory in order to argue the amount of damage caused by the expropriation of property.
The results obtained: Elaboration of proposals for harmonization of the expropriation process: concretization of the stages of the expropriation process, design of an ad-hoc structure for the management of the expropriation process, elaboration of the methodology for estimating the amount of compensations in case of expropriation for public utility.
Theoretical significance: Development of valuation theory and methodological framework for real estate valuation by destination in emerging market conditions.
Applicability: Procedural and methodological recommendations developed can be used in public utility projects involving the expropriation of real estate in order to minimize risks in the project implementation process, avoid conflicts, reduce implementation time, fair budget planning and exclude the speculative component.
Implementation of scientific results: The methodology for estimating the amount of compensation is recommended as a Practical Guide for qualified real estate appraisers’ members of the "National Real Estate Chamber of the Republic of Moldova". The methodical indications regarding the determination of the amount of compensation in the expropriation process were implemented in the activity of SC „IMOVAL” SRL.
