The thesis systematically analyses the managerial concept represented by groups of people responsible for the achievement of the pre-established objectives, correlatively to the concept of the public administration in which and by which the state`s power is represented by well –difined institutional and organizational structures.
The dissertation pragmatically and methodically refers to the main coordinates of the reform such as : the separation of the public function from the administrative one (the achievement of the public service – professional and neutral from the politic point of view); the clear definition of the role, of the responsabilities and of the interinstitutional relation; the simplification of the public services and the increase of the local autonomy the transparency of governing and the improvement of the public policy, the simplification of the procedures and normative facts and, not ultimately, the respect regarding the citizen.
We don`t consider lade of importance the conclusions and the proposals of this thesis which refer to the increase of the institutional ability of the Public Administration services , considering that the communitary aqrie supposed – and still does- not only new laws for our country, but also new institutions with a high managing in order to apply not only established objectives, but new concepts too.
The new changes in the Public Administration system will mark a re-direction of the involved institutions in the central and local; Public Administration reform in Romania in order to make the practised management efficient. This, at least in 2007-2010 we`ll be able to speak about a genuine Romanian Public Administration, a flexible, transparent and pragmatic one-specific to our country `s organizational culture ,in agreement with the Romanian`s aspirations.
