The dissertation studies public administration reform in the Republic of Moldova within the context of European integration. The research comprises three parts.
The first part examines theoretical and methodological aspects of public administration reform. It is perceived as a complex and compound phenomena. The pragmatic nature of public administration determines intricacy in performing its conceptual analysis. Thus, the analysis of public administration reform becomes an empirical research in the context of its time and place.
The second part of the dissertation analyzes the European context of public administration reform. European administration platform is the key concept in the process of public administration Europeanization. The author describes the content and peculiarities of public administration Europeanization process, depicting it as interpretation and adaptation at national level of European principles, official and non-official requirements towards national political and administrative processes. It is noted that public administration Europeanization process in Moldova is at its institutionalization phase. It is stressed out that Europeanization process, along with other factors, initiates and determines the core of public administration reform.
The third part analyzes the European component of public administration reform carried out in the Republic of Moldova. There are being analyzed and identified the core components of public administration, where reform is necessary. The author analyzes the main directions of central public administration reform in Moldova, researches local public administration and government bodies, and based on the experience of eastern European countries emphasizes the necessity for in-depth and complex restructuring in this field.
In the final part, the author formulates conclusions and recommendations, the application of which would, in his opinion, enhance the quality and efficiency in the process of reform of public administration in the Republic of Moldova.
