The present thesis consists of introduction, four chapters, general conclusions and recommendations, bibliography - 188 sources, 18 annexes, 127 pages of the main part, 7 tables and 52 figures.
Number of publications: the results were published in 12 scientific articles, the general volume 4,3author’s sheets.
Field of research: management in the field of science and innovation.
The aim of the research: complex investigation of the present system for evaluation and accreditation of scientific institutions in the Republic of Moldova based on the system-synergetic approach and elaboration of the practical recommendations for its improvement.
The scientific originality of the research: for the first time in the Republic of Moldova, the complex investigation of the present system for evaluation and accreditation of the scientific institutions is carried out; the influence of the system of evaluation and accreditation on the effectiveness of scientific and innovative activities is shown; a new innovative approach – system-synergetic – to the examination of the system of evaluation and accreditation is suggested; the model of the system for evaluation and accreditation as a unique synergetic system is developed; the main synergy sources in the present system of evaluation and accreditation are discovered; the need for elaboration of the proper national scientific citing index is argued; the analysis of the present system of indicators to improve its informative value and objectivity is given; the practical recommendations about the improvement of the present system of evaluation and accreditation of the scientific institutions are elaborated. Important scientific problem solved in the framework of the study: elaboration of the concrete practical recommendations concerning the improvement of the present system of evaluation and accreditation to increase its efficiency and to assure the qualitative changes in the sphere of science and innovation in the Republic of Moldova. The complex analysis based on the methodology of the synergetic theory showed that the given system being a unique self-organizing system had both possibilities and abilities for the effective self-development.
The theoretic and practical value of the research: In the present thesis, the problem of qualitative evaluation of the scientific activity and functioning of the National system of accreditation of scientific institutions is analyzed to complete the lack of knowledge in the national literature; the implementation of the recommendations about the improvement of the present system of evaluation and accreditation will allow to ameliorate the effectiveness of the activity of the National Council for Accreditation and Attestation in the Republic of Moldova.
Implementation of scientific results of the present thesis can be carried out in the National Council for Accreditation and Attestation of the Republic of Moldova. The propositions and conclusions of the thesis can be also used by the research institutions and institutes of higher education for the evaluation of their own activity, public administration institutions for analysis and improvement of activity of dependent scientific institutions, government institutions for decision-making in the field of science reforms in the Republic of Moldova.
