) Aim of the research: consists in the fact that,based on the complex economic analysis on enviromental and economic risks of port areas,to draw uo a CP structural management model

Objectives of the research: studying the already existing problems of economy by using natural resources and protection of the surrounding environment within CP funtioning,which slow down the passage of port territories to the model of sustainable development;the analysis of the main principles and consequences of sustainable development;the analysis of the main principles and consequences of polluting the surrounding environment by CP objects,considering the specific production process;assessment of criteria,determining the factors and the conditions of nature protection efficient policy achievement,factorswhich generate environmental and economic risks in the functioning of the CP; development of a sustainable management strategy of the CP which takes into account environmental and economic requirement;developing the structural management model of maritime port complexes in terms of economic and envirimental risk

Scientific novelty and originality of the research and the results obtained consists in: materialization and completion of the environmetal-economic risk concept of the maritime port complex; mechanism formation for the achievement of the measures system for environmental protection to provide ecological security to the transshipment within CP functioning,rehabitation of the natural environment components afferent to port territories and measures of economic organization;developing the structural management model of maritime port complexes in terms of the process management algorithm,management of environmental and economic risks of the CP.

Scientific problem solved cinsist in highlighting the economic and environmental factors for the reduction of the environmental-economic risks which comes up on improving the management development of the CP,improving the management system of the CP territotial development of Constanta town,increasing economic efficiency at CP level of activity and creating a structural model of maritime port complexes management as an equivalent system for the functioning of the economic and environmental component of territorial formation

Theoretical significance of the paper and the applied value of the thesis is determined by using theoretical results obtained within the studied performed in the CP functioning activity. As theoretical basis of the research,scientific works of native and international scientists have been used,works on economic and environmental management systems,fundamental research on efficiency assessment problems criteria,determining factors and conditions for the achievement of an efficient policy for environmental protection,achievement of factors generating environmental and economic risks within CP funtioning. The outcomes of developing the the structural management model of maritime port complexes in terms of economic and environmental risks have been implemented in ports like Constanta,Mangalia,Midia from Romania
