Summary

Thesis structure: introduction, three chapters, conclusions and recommendations, a bibliography of 181 titles, 7 appendices and is written on 137 core pages, with 18 figures and 12 tables. Field of study: 521.02 World economy and International economic relations.

Goal: to analyze the current situation of the scientific capital in the Republic of Moldova and to elaborate mechanisms for strengthening the human potential of the science and innovation in order to ensure the socio-economic development and the international competitiveness of the country.

Objectives: the elucidation of the aspects of the formation of scientific capital, as a qualitative component of the labor potential of the country; shaping a bridge between research and the needs of those who produce scientific results by conducting an analysis of the socio-economic characteristics of scientific researchers; analysis of the economic competitiveness of the Republic of Moldova through the comparison of its innovation capacity with other European countries; identifying motivation policies for native scientific researchers; research on the impact of motivation policies promoted by the state to stem the exodus and to maintain scientific capital; Scientific novelty of the results: resides in demonstrating, by applying the forecasting tool for modeling economic growth, to what extent the diversity of innovative goods influences the total productivity of the factors, having as effect the increase of the income, in order to ensure the socio-economic development of the country; modeling the growth trend of the volume of marketing of the innovative products, using the method of extrapolation of the chronological series, which confirms the importance of this product group for the national economy in order to ensure its economic competitiveness; the analysis of the socio-economic characteristics and the modern tendencies to ensure the continuity of the scientific capital and its contribution to the country's economic competitiveness. Important scientific problem: addressed in this paper is to identify and strengthen scientifically the contribution of scientific capital to the socio-economic development of the country, which confirmed the opportunity to promote the creation and marketing of innovative products in order to ensure the country's competitiveness.

Theoretical significance: resides in the examining the relationship between scientific and technical progress, the quality of human resources in the field, their activity, the reproduction process of the scientific potential, necessary to ensure continuity in the field of researchdevelopment-innovation, in order to ensure the international competitiveness of country.

Applied value of the work: to analyze the relation between the mobility of qualified labor force, the financing of science and the salary level of the scientific researchers, the ways of efficient use of the scientific capital in the conditions of intensifying the development of the European economies and the international economic competitiveness of the Republic of Moldova. Also, a non-financial motivation plan-model of the staff is developed and is presented a model for calculating the impact of R & D on innovation on economic growth.

Implementation of the scientific results: the research results were presented and discussed within several scientific events being used as support materials for the scientific project, the nonfinancial motivation plan was implemented within the Ministry of Information Technology and Communications.
