Summary

The structure of the thesis: introduction, four chapters, generalizing conclusions and recommendations, bibliography with 255 sources, 14 annexes, 228 pages of main text, 38 tables and 38 figures. The results have been published in more than 60 scientific papers.

Field of study: the strategic management and strategic competitiveness of the human capital in the labor market in terms of regional development. The research aim consists in developing the theoretical basis, substantiating the conceptual approach of forming the competitiveness of the human capital of the region, identifying the factors that influence the formation of the current, strategic and social competitiveness, and elaborating the strategy for the development of the human capital in the Northern Region of the Republic of Moldova.

Research objectives: to analyze the concepts and models of strategic management of human capital; to identify the development factors of the strategic competitiveness of various research subjects (persons, enterprises, region, country); to analyze the theory of human capital and the motivation theory, and to interpret it in the light of strategic management; to analyze the social economic, and political development trends of the regions of the Republic of Moldova; to determine the main strategic priorities for the development of the Northern region; to find out how labor migration factors have an influence on the competitiveness of human capital and on enterprises; to estimate the current and strategic competitiveness of the human capital of enterprises; to develop substantial and formal training models for human capital competitiveness; to work out a human capital development strategy.

Scientific novelty and originality: the concept of strategic management of human capital in terms of regional development has been adopted and its main characteristics have been identified; the concepts of strategic management and creativity have been structured; the principles of innovative activity and marketing of strategic human capital management have been determined; the concept of strategic competitiveness of human capital, which forms the basis for the development of not only professional, but also of social competitive advantages has been justified; the theory of human capital in the context of strategic management has been interpreted; the motivation theory has been formulated and the human need for the formation of social competitiveness, which changes a person’s behavior, stimulates him to change his social status and leads to an increase in the level and quality of life has been grounded.

Solution of an important scientific issue: on the basis of theoretical analysis and applied research, measures are developed to improve the management of the competitiveness of the human capital of the region over the long term; the necessity of competitiveness planning was argued, models are being drafted and a strategy developed for the development of human capital in the region.

Novel scientific and practical results: In the process of research, the results confirming the research hypothesis and, at the same time, discovering new aspects of the formation of strategic competitiveness of human capital in the conditions of regional development. The methodology for strategic management of human capital, based on a system-integration approach, was developed; the strategies for running the personnel at currently existing enterprises have been analyzed.

The theoretical and the practical applicative value: the analysis has emphasized the conceptual approach to the formation of strategic competitiveness of the human capital in the region; it has identified and justified the strategy for the development of social competitive advantages, i.e. the definition of values and motivation to improve the level and quality of life through the creation of the strategic competitiveness.

Implementation of scientific results: the research results, conclusions and recommendations were used to update the "North" Regional Development Strategy, which was approved by the "North" Regional Development Council, No. 3 of 12.02.2016; the recommendations were also used to develop and improve the strategies for personnel development at different enterprises of the North region of the Republic of Moldova.
