Thesis structure: introduction, three chapters, conclusions and recommendations, bibliography of 275 titles, 5 annexes, 155 pages of main text. The results of the research have been published in a monograph and 18 scientific papers.
Field of research: political science, theory and methodology of international relations and diplomacy. The purpose and objectives of the paper: the purpose is to make a theoretical and conceptual research of the European Union's foreign policy action, a political analysis of the institutional framework and the mechanism for making European foreign policy decisions. In order to achieve this purpose, the following objectives have been formulated: to investigate scientifically the European Union's foreign policy action; to analyze the historiographical approaches, the conceptual and theoretical-methodological fundamentals of the European Union's foreign policy action; to explore the evolution of the foreign policy competences of the institutions of the European Union; to determine the mechanism for the adoption and implementation of foreign policy decisions in the European Union; to establish "the general" and "the individual" in the implementation of foreign policy decisions between the European Union and the Member States; to study the dynamics of the European Union's cooperation with the Republic of Moldova in the context of the European Neighborhood Policy.
The important scientific problem solved in the field of political science is to establish that the European Union is an atypical actor of international relations, which leads to the application of alternative research methods to understand the structural links between the "inside" and the "outside" - Institutions, resources and political context. Determining and conceptualizing the European Union's foreign policy action has highlighted the limits of competence of the European institutions and the Member States in the framework of the Common Foreign Policy.
Scientific novelty lies in the launch in the scientific circuit of the concept of „European Union foreign policy action”; in order to determine the forms of exercising the common foreign policy; in establishing the „general” and „particular” framework for achieving the external policy action between the European Union and the Member States.
The theoretical significance of the thesis consists in researching the European Union's foreign policy action, applying the principles of inter- and multidisciplinarity; determining the conceptual-methodological framework of research of the European Union's foreign policy action, linked to the changing realities and post-neoclassical trends in the development of science; highlighting the prerequisites for the conclusion of the Association Agreement between the European Union and the Republic of Moldova.
The applied value of the paper consists in the elaboration of a study with feasible valences that ensures the university-academic environment of the Republic of Moldova with relevant scientific material regarding the specificity, role and importance of the European Union in the international relations; completes the categorical apparatus of political science with new syntagms.
Implementation of scientific results is reflected in the curricula of the university courses "European political institutions and processes" and "Foreign policy, security and defense of the European Union", taught at the Institute of International Relations in Moldova; in programs for the training and improvement of cadres in the field of international relations and customs service; in the realization of Jean Monnet projects as executor.
