Summary

Thesis structure: introduction, three chapters, general conclusions and recommendations, bibliography consisting of 180 titles, 21 annexes, 132 basic text pages, 27 tables, 16 figures and 12 formulas. The research results are published in 14 scientific papers.

The purpose of the research: the assessment of the quality of the current banking supervisory framework in the Republic of Moldova and identification of the directions of its improvement in order to strengthen the stability of the domestic banking system.

The objectives of the research: investigation of the theoretical foundations of the banking system, banking system stability and the methods of its assessment; the conceptual approach of the banking supervision framework; generalization of national and international regulations in the field; identification of the particularities of the current banking supervision framework in the Republic of Moldova and assessment of its quality; determination of the constraints and opportunities in maintaining the stability of the banking system; assessment of the stability of the domestic banking system and forecasting its evolution; identification of directions for improvement of the banking supervision framework in the Republic of Moldova.

Scientific novelty and originality: systematization of the theoretical approaches regarding the stability of the banking system and development of the concept of the banking system stability in terms of quantity and quality; conceptual development of the banking supervision framework by adjusting its definition; development of the causal relationship between an efficient banking supervision framework and the banking system stability; elaboration of the methodology for assessment the quality of the banking supervision framework and its application for the appreciation of the national banking supervision framework; elaboration and validation of the dynamic model for assessment and forecasting the stability of banks and banking system; recommendation of the measures for improvement of the banking supervision framework in the Republic of Moldova in order to ensure the stability of the banking system.

The important scientific problem solved in the researched field consists in the scientific and methodological substantiation of the banking supervision role in ensuring the stability of the banking system, which confirmed the need to develop the methodology for assessment the quality of the banking supervision framework and a dynamic model for assessment and forecasting the stability of banks and the banking system, in order to apply them for improvement of the banking supervision framework in the Republic of Moldova. The theoretical significance of the paper lies in the development of theoretical aspects regarding the banking system stability and the banking supervision framework, the systematization of the factors influencing the banking stability, of its evaluation methods, as well as of the relevant regulations in this field, the elaboration of the methodology for assessment the quality of the banking supervision framework and of the model for assessment and forecasting the stability of banks and the banking system.

The applicative value of the paper is determined by the use of research results for improvement of the banking supervision framework in the Republic of Moldova, namely: the approach to the banking system’s stability in terms of quantity and quality; micro and macro prudential approach in the analysis of the domestic banking system; application of the methodology for assessment the quality of the banking supervision framework; application of the model for assessment and forecasting the stability of banks and the banking system; elaboration of recommendations regarding the improvement of the national banking supervision framework.

Implementation of the scientific results. The most important results of the research, were accepted for implementation by the National Bank of Moldova, the National Committee for Financial Stability and the Academy of Economic Studies of Moldova, being confirmed by implementation certificates
