The thesis represents a theoretical, analytical and political research of the social policy in the labor sphere which is viewed as an integral part of international moral and humanitarian approaches of the XXI-st century, European social practices and national settlements of the transition period. The methodological approach to the examination of the research subject in its development from global to local and from local to global let us distinguish the new conceptual content, institutional and value basics and the place of the practical social policies in the structure of labor policy, as well as to define their role as a factor of social, humanitarian and democratic development.
The work gives an analysis of the influence of global and regional approaches on the formation and realization of practical social policies in Moldova. The major guidelines, principles and political practices of the International Labor Organization and the European model of social partnership are summarized. The given research of social and political dynamics in the labor sphere of Moldova let us reveal the peculiarities of the transition from the Soviet social policy to market model of practical social policies, define its main stages and priorities, identify major actors and the content of labor relations democratization process. The study of the experience of practical social labor policies in the Republic of Moldova, their projection on the international and European practices allowed the author to determine the multi-aspect content and diverse leveled character of political mechanisms and technologies of their realization, to show, using the concrete material, the transition from the strategic settings to the practical actions under the conditions of unification of democratic principles and market social and political relations, to stress the challenges, successes and possibilities to implement them in the context of the European integration.
