Summary

Author – MUNTEAN Ion. Title – Improving the efficiency of the energy management system at Local Public Authorities level. The PhD thesis developed for the awarding of the scientific title of PhD in economics, the specialty 521.03 - Economy and Management in the activity area (Power Engineering). Chişinău 2015. Thesis structure: The paper comprises an introduction, three chapters, general conclusions and recommendations, 150 references, 4 annexes, 146 pages, 47 figures, 23 tables. The results are published in 13 scientific papers. Keywords: energy management, energy efficiency, local public authorities, system indicators, energy consumption, action plan. The field of study: economics. The purpose of the thesis is to bring practical and scientific contribution to solving the issues regarding the improvement of the energy management efficiency at local public authorities’ level from the Republic of Moldova. Research objectives: elucidating the theoretical and methodological fundamentals of energy management; analysis of international experience in the field of energy management; developing theoretical and methodological aspects of improving the energy management system at the LPA level. Scientific novelty and originality: development of theoretical and methodological elements for implementing an efficient energy management system at LPA level. The important scientific problem solved: scientific and methodological foundation of processes and tools for improving the efficiency of the energy management which contributed to the development of a comprehensive methodology for the implementation of an efficient energy management at the level of LPAs in the Republic of Moldova. The theoretical value: development of theoretical and methodological aspects of energy management and development of the methodology for implementing an efficient energy management system at LPA level. The practical value: due to high energy costs paid by LPA the quality of public services is affected. The research results can be used to improve the efficiency of the energy management by the LPA from Moldova which will eventually generate financial savings to local budgets. Implementation of research results: the research results were used to develop the planning documents at the Development Regions level, the implementation of energy management system elements within a public institution in Republic of Moldova.
