The research focuses on one of the most actual problems of the contemporaneous society – forming of the active citizen.
The paper explains such concepts as citizen, citizenship, civic behavior and conscience; demonstrates the role of forming the civic behavior and conscience at teenagers in a forming democracy, analyses the creation of civic behavior from the pedagogical view, analyzes psycho pedagogical aspects of civic behavior and conscience at teenagers, elaborates and validates the praxiological dimension of education for citizenship, lays down principles of efficient citizenship education, determines the role and place of citizenship education in school, elaborates the Technological model of forming civic behavior at teenagers in conditions of democratization of society. During the research there were analyzed the fundamental values of democracy, democratic practices, human rights, social and pedagogical variables in citizenship education. There were created the Operational model of forming civic behavior in context of new education, a set of strategies and modalities to integrate the education for citizenship in school disciplines, Influence and action interconnection scheme in democratic citizenship education in combination with clarifying the methods to form civic behavior, and the personality model of a complete citizen which comprise his/her moral and civic values. There was elaborated and implemented training program for teachers and students in involving teenagers in solving community problems. The results of the research were demonstrated theoretically and practically and are reflected in author’s publications; the schools obtain a model of involving the teenagers in solving community problems, and young people created a valuable competence- civic activism and learn the necessary lesson of democracy – involvement.
