The thesis entitled upon a subject of maximum actuality and social value, at global level, by the importance given to an efficient managerial administration in the context of new educational objectives, options for a democratic society, and, at particular level, by the theoretical, methodological and practical implications of management in view of educational policies, aimed at the increase of human performances. As a result of comprehensive investigations, a new paradigm of educational management in the Republic of Moldova from the perspective of a democratic society based on knowledge and informatization, is epistemologically founded, the paradigm which opens new directions of research, such as, the synchronization of managerial reform actions to the similar processes in the other domains.
The change in the educational management paradigm implies some intervention in the existing administration system, which provides four components relational, methodological, instrumental and systemic, which through the application of the taxonomy of managerial finalities, determined at the system levels, school unit and managerial process, of the matrix of change/development in the domains of management: technological, political and cultural, institute a modern management, intended to ensure the edification of a perspective, competitive system of education, transition from socio-centrism, a paradigm resting on “the man-executor” to the curriculum paradigm which stimulates the formation – development of “the man – decider” apt to completely apply his capabilities (capacities) of self – administration, to self – realize himself at the individual and social level.
The paradigm of the managerial reform projects a new situation in the educational administrative system and assigns a scientific realization accepted by the scientific community, validated by the managerial practice and employs: 1) a political mechanism (education policy) concerning the establishment of new specific relations of interdependence of the individual with the state and society, with the individual pre-eminence and his interests in the social life; 2) a managerial methodological mechanism which by its specific objectives promoted at the individual and interpersonal levels will lead to the decrease of the degree of dependence of the man on the institutionalized structures and to the increase of the role and weight of the individual characteristics, personality, that facilitate personal decision – making, determines the new type of managerial responsibility as innovative, while at the organizational and managerial levels will ensure the alignment to the strategy, structure, system values, relations, roles set in the context of the educational policy and democratic managerial paradigm.
The managerial reform, drafted as the realization of a new paradigm of educational management within the legislative normative framework favorable for promoting the democratic – participative model of administration implies the synchronization of the reform actions with the similar processes from other domains, the observance of the reform principles and of the methodology of implementing the new paradigm in the course of transition (phases, stages) as well as a program of managerial culture promotion at the national scale for students and personnel, actions that will assure the evolution and quality of education, essential conditions for improving the living standards and health of the society.
